The meeting of Forestry Department of the Northwest federal district took place at the St. Petersburg Forestry Research Institute

The meeting of Forestry Department of the Northwest federal district took place at the St. Petersburg Forestry Research Institute, it was dedicated to discussing the enforcement practice of the Federal law dated 28.12.2013 No. 415-FL "About modification of the Forest code of the Russian Federation and the Code of the Russian Federation about administrative offences", concerning the wood rotation accounting and wood transactions.

Heads of authorized bodies in the field of forestry of the Northwest federal district territorial entities, law enforcement representatives, customs and tax authorities, law drafters took part in this event. 

The law step by step will come into force before the middle of 2015 and will be one of the main levers making possible to intensify the fight against problems with illegal procurements, to level shadow realization schemes of raw materials and to set in order the sphere of wood accounting.

The head of the working group on Federal Law implementations dated 28.12.13 No. 415-FL, the deputy head of Federal State Unitary Enterprise Roslesinforg Mariyev Alexander, noted that on condition of successful law provisions and its bylaws application, the situation in wood accounting system and carried-out transactions will be significantly optimized.

It is important to note that the usefulness of this law is caused by the developed innovation – Unified state information system of wood accounting and wood transactions. After law adoption information concerning wood purchase and sale transactions will be brought into the system and before getting this information it will be necessary to make the electronic document – the declaration – in the order established by the law;  besides an accompanying document which will confirm the origin and the owner of wood at various moments of transportation is required.

Experts in the field of forestry relations and representatives of customs service noted that the law which comes into force on February 1, 2014 contains a significant prospect of forest industry strengthening and processes transparency strengthening connected with carrying out transactions.
